When a new user downloads Photoshop, the default interface is fairly unattractive. The cool thing is that you can use a raster editor to modify a vector image as well as create one from scratch. No bitmap image (which would be a scan, for instance) can be created using a vector program, and no vector program can use a bitmap to create a raster image.
That is, yes, you do need a raster editor if you want to create a bitmap image (even though you can create an image from a scanned image), but the other way around isn’t true. If you want to edit and alter your bitmap image, you must use a combination of software called a raster editor.
The combination of vector lines and bitmap pixels makes up a computer file that contains both the shape and the color of the image. No two pixels are exactly the same, however, so a very small error in your drawing will result in a blotchy or fuzzy area. Each bit is either black or white, which makes them the building blocks of our world. Raster (or bitmap) images contain pixels that represent the dots in an image. The lines define the shapes you want your image to contain. The lines that make up a vector image are not broken up. Vector lines, such as the path that you draw with a line and then fill with color, can be scaled to any size without loss of quality. Vector images are designed using an idealized line drawing. Photoshop is primarily a vector (and raster) image creation and editing program.
